youve probably found a solution in the three years since you posted the question, but...

if youre worried more about function than fashion, you could trim the fenders off just behind the brakes. that way, from the fork back, theres fender to keep the water from flying back toward you, and from the fork forward there isnt and fender to interfere with the brakes. my rationale is most of the water should be shed on the back half of the tire, and there shouldnt be too much water coming off the top where theres no fender.
