I tried an experiment where I cut a blue CCF pad into seven sections and taped them together with Gorilla Tape on alternating sides, so the whole thing folds together in a zig-zag pattern, like a map. The ease in packing it up and the efficient use of space was great, but the tape didn't hold. I was thinking of maybe replacing the tape with strips of scrap fabric and soaking the strips in adhesive. Does anyone have a better idea, or know specifically what kind of adhesive would hold well?

I have had good results with spray adhesive and fabric sticking together. The best is when you use a urethane coated fabric and 3M super 77. The Super77 sticks really well to the urethane.

You might try Aqua Seal or Shoo Goo, or any wetsuit neoprene cement.
It's very tough and permanent on wetsuits/drysuits and might work for your needs. Seems to stick to anything.

Yes, I already have some Shoe Goo too, so that's convenient. I wonder if it'd stick to my scrap no-see-um.

ETA: The no-see-um is polyester.
