I'm looking to consolidate my gloves down to one pair. I use them to walk my pooch as well as for backpacking and for my military service so I need them to be waterproof, windproof and breathable, keep me warm in the 10C to -5C temp range and they have to be dexterous enough to work a firearm / tie shoelaces and such. Being able to use them with a touchscreen is a bonus but not at all necessary.
Up to now I used a combination of Lowe Alpine Power Stretc gloves and SealSkinz Ultra Grip but together they would get a bit bulky and not very breathable so my sweat would build up and eventually wet the gloves. I was hoping someone here would know of a pair that would fit the bill.

I'm not sure such glove exist. Everyone I've met has two pairs. A thin liner and bulky shell that sheds the element. I bought boots with draw cord so that makes it easier to tighten up versus traditional tying with thick gloves. But I still have to tie tarp, light a fire, etc. I find it easier with a thinner glove. Maybe someone else can chime in with glove for below freezing and still be thin enough handle chores as you mentioned.

Good luck with that. I have 10 pairs of gloves and no single pair does any two tasks... climbing/bushwacking gloves, liner gloves, waterproof gloves, warm gloves, not going to combine it all into a single glove....

Ski gloves fit most of your requirements except dexterity/shooting. I have a pair of Sitka shooting gloves that are nice warm shooting gloves but arn't waterproof.

Winter cycling gloves might do the trick. They're grippy, windproof and typically give enough dexterity to operate the various controls. Usuallly fitted snug so they don't slip while on the bars (which can be a very bad thing).
