Currently I live in the Philippines, which makes some interesting places affordable to go to.

I am planning a trip to Taiwan to backpack in Taroko and Shei-pi National Parks a couple of days each.

Anyone here have experience with:

Weather in November
Registration System for Backpacking

There is quite a bit of information on Climbing and Day Trips, but I haven't found much in the way of backpacking and permits.

Sorry, I have not, but I would really love to here how your trip goes and the answers to your questions. A trip report would great at the end if you have the time.

I'm curious, too. I have vaguely thought about going to Taiwan myself, having read about how big the mountains are there. Sounds fun!
I would suggest perhaps asking your questions on the Lonely Planet Thorntree forum website. This site here doesn't really deal with foreign backpacking much, whereas Thorntree is focused on world travel.
Happy trails, and feel free to share how your trip goes!
PS got any destinations in the Philippines you like for hiking or backpacking?
