Light, strong panniers

Does anyone know of a cottage manufacturer that does for panniers what ULA/Six Moon does for packs? I'm looking to start some overnight bike camping-ride 30 to 50 miles on back roads then camp, ride home-using my backpacking gear. Base weight is 12-15 lbs. I plan on using my 20 liter Sea-to-Summit stuff/dry bag to strap on top of the rack, now I need a pair of light, strong panniers about 800 to 1200 ci each. The lightest I've found so far are Avenir Excursion panniers at 1700 ci a pair; I think they weigh just over 2 lbs. a set. Low price is a consideration; I know pick two, strong light cheap.

How handy are you?

Some years ago I read that people were putting together large soda bottles to make water-resitant panniers of a sort. Back then, there was some diameter differences between brands, so different bottles could be cut and fitted together. With some reative cutting and taping, you mght come up with some tubes and with some webbing and buckles come up with something that can work for you.

I ust ordered a folding bicycle (20" wheels) that should be able to fit behind my driver's seat in my little Chevy HHR.I will probably make something like these for my bike. Reasonably cheap if they work, replaceable if I damage them. Hard to beat.
