The best time: When I leave it at home and take a hammock and tarp instead.

The worst time: in a howling thunderstorm with an urgent and flatulent case of the trots coming on.

Best = on a high exposed ridge when the most likely weather is an afternoon thunderstorm.

Worst = wooded area during a multiday drizzle.

However, a hammock is my first preference when there is a place to hang.

Best on a night at 13,000 feet, no moon, and sky so full of stars that I cannot close my eyes. Best also any trip without the "worst" cited below because I only carry 1# 4 oz.

Worst on mulit-day rain or mosquitoes.

I always use one, but not as a "tent substitute." More like clothing than shelter for me.
