Buying fabric can get expensive pretty quick. Garage sales, Goodwill and The Salvation Army might be a good place to find fabrics for dirt cheap. I'm sure you can find cheap stuff that could be fashioned into stuff sacks there.
Just an idea.

I get ripstop seconds at Outdoor Wilderness Fabrics, or other sellers that provide fabric and notions for outdoor gear. Most of the places you mention might have 1.6 or 2 oz per yard ripstop nylon... actual 1.1 in breathable DWR or waterproof don't occur locally, for me.
For fleece or wool, sure, there's a lot of places to scrounge it up on the cheap.
