Even the NP web sights are shut down

Was online looking for our next vacation destination and found the NP web sights down. Im no tech. genius so forgive me if this sounds ignorant but is it really necessary to block access to an informational web sight during this shut down. It seems these would operate just fine until all this is settled. Are there ongoing monthly fees to display web pages? I understand there could be no updates to the sights but something seems a bit nit picking about this when other government web sights are accessible.
